Default what would you do?

there's a homeless guy who holds his sign near where i work, who has a
couple of dogs (mother and son). i sometimes stop and buy him bags of dog
food for the pups.
today, i noticed that the mom is pretty obviously nursing, and his sign said
he had puppies available. :-(

i was thinking about taking up a collection at work to get her spayed, and
the male dog neutered.

my question is, how do you approach a homeless person about something like
this? i doubt either of his dogs has ever seen the inside of a vets office,
but i know he really cares about them from talking to him.

the dogs are yellow Lab mixes, son looks more labbish than mom, who might
have some bully in her. i assume the pups are his, but didn't stop to ask
today.
i'm afraid that if i see them, i'll want one.

anyway, suggestions are welcome!
