Default Dog attacks

A lady in the city I work in had her medium size dog attacked by a Rotwiler.
Once they both got over the bite marks (the offender wasn't caught).

She continued to walk her dog, but now she carries a BIG cattle prod.

Same dog tried it again on the lonely part of the trail, two zaps, and he
has kept his distance.

I still wonder why a dog who hangs out in one area, cannot be caught by
animal control.
