Default Mother biting her 4 week old puppies

My 8 month old Papillon had pups 4 weeks ago. Realizing she is too
young, was pregnant before I got her, I have two questions.

Since the pups were at least 3 weeks old, the mother would bite at
them. It is not the normal nibbling that dogs when they are going
after fleas or an itch, she does that too them too. She actualy bites
their tails, legs and head to the point where they yelp. Now I know
that mothers do this to clean their puppies and to introduce required
stress, but I am still concerned.

Now that the puppies are 4 weeks old, they have started to leave the
welping box and are exploring more. They leave the box get so far and
then they start to yelp. The mother moves from one pup to another,
licking and biting, but I have never seen her try and pick them up to
bring them back to the welping box. Actually if she wants to move them
a bit, she will drag them by the tail. Eventually after a time, I will
pick them up and bring them back to the box. The mother jumps up and
down, seeming quite happy that I am putting them back in the box. Is
this normal. Could she be too young to know how to pick them up. I do
not think it is because I am helping, I try and wait as long as I can
bear it before I put them back in the box. Once when the pups were a
week and a half, we were grocery shopping and when we got back, one of
the pups had gotten out of the welping box and had made it a good 10
feet. The puppy was yelping and shaking and the mother did nothing,
but was once again happy when we brought the puppy back to the box.
