Default How to handle aggressive situations

Greetings all:

Zoe and I had an unpleasant situation during our walk yesterday evening.
We saw a large dog we didn't know ahead of us, and I thought about just
turning and going another way, but then I thought it's good to practice
remaining calm when walking past other dogs (this has been an issue), so
we went ahead. Unfortunately I didn't realize until we got closer that
the dog was too big for the kid who was handling her. The kid was maybe
11 or 12. The dog started crossing over to us and I said, clearly, "No,
she doesn't want to say hello!" Zoe was doing great walking calmly by,
focusing on the treat in my hand. I was speaking soothingly to her and
she was really doing well, and then I realized the dog had come around
behind us and was continuing to approach us. Zoe snarled, the other dog
snarled and was getting quite close and finally I lost it and yelled,
loudly, "GET YOUR DOG AWAY FROM US!!" The kid did get control of the dog,
finally, and when we were away from them I apologized for yelling, but
obviously couldn't linger to discuss things.

I feel terrible for yelling at a kid -- it wasn't his fault, although he
shouldn't be walking a dog he can't handle, but again, not his fault. And
shouldn't a person yelling outside bring a parent/guardian out to see
what the heck's going on?

I just feel like I generally handle these situations badly. I was afraid,
so I yelled. Not the best. Although it might have helped to intimidate
the other dog? What does everyone think? What's the best way to handle
these things?
