Default Need help with potty training

I have a black lab mix, and no matter what I've done, she won't be
housebroken.

I've been crate training her since she was 10 weeks old, and the bad thing
is she goes IN the crate. If I let her out for any length of time, she goes
where she pleases. Negative reinforcement didn't do it, and neither did
positive reinforcement.

I just got done cleaning up another huge mess she made, and I'm at my wit's
end. I've had dogs for 44 years and never had one like this that wouldn't
housebreak.

Help? Thanks.
