Arnold opts out as 'Terminator' of stray pets
California Gov. Arnold Schwarzenegger recanted plans to terminate a
state law that requires animal shelters to hold stray dogs and cats
for six days and replace it with a three-day holding period.

Now the question is whether we can avoid the same results by default. If
the local shelters lack fund they won't be able to provide services no
matter what the law says. I wonder if people will be as quick and vocal
about reductions to local shelter funding. And even if they are will it
make a difference? Many municipalities must make cuts. And what will
happen to the animals then?
