Make the cat box and garbage inaccessible to the dog, with baby gates,
barricades, putting the garbage outside everytime you leave, or crating the
dog.

it;'s a natural and self-rewarding behavior. Preventing her access
when you aren't supervising is the answer. I'm amazed at how many
people have open trash around their homes. How unsanitary. cat boxes
contain gourmet treats (to a dog). Blocking access may be very simple,
depending on your layout. I use gates and doors with holes in them.
