Default Giving a Puppy Treats

Hello, This is my first time here.

I have a silver male toy poodle that is about 7 months old. I
routinely give him treats when he comes in from doing his business. He
is happy to receive them. However, unlike the previous dog I had (his
father) he often picks up his treat holds it in his mouth and briskly
walks around the apartment whining. The whine sounds like he is
frustrated and desperate. I figured he might be trying to hide it. I
try not to watch as he sometimes leaves it in inconspicuous places. If
I hold my hand under his mouth he will give me the treat back. I've
never experienced this with dogs before. I've never had a dog that hid
treats either.

My questions are...

Is he doing this whining because he is hiding his treat? Do dogs whine
when they hide their treats? Is there any other reason he would be
whining when I give him his treats? Is there something I can do to
help him out?

My female 7 month old does that too. She usually does it with bigger
pig ears though. It's along the same lines as when my chihuahua used to
have a false pregnancy and walk around with her toy mouse like she
didn't know what to do with it. I don't know why they do it either, I'm
interested to hear answers as well.
