Can Invisible Fence be used to keep nocturnal animals a foot or so away
from our house?

Not unless you can catch them all and put the collars that come with
the invisible fence on them. The fence works by shocking the animal
wearing the collar when it crosses the fence line. One of its biggest
drawbacks is that it does absolutely nothing to prevent predators,
other dogs or anything other than the dog wearing the collar from
crossing the fence line in either direction.

No but an electric fence would do the trick. It shocks anything that comes
in contact with it.
