Default paper training

I just adopted an adorable 8 month old, 6 lb, male papillon puppy. He
was trained to use the previous owner's back yard. I want to paper
train him. My problem is that he lifts his leg to pee on a verticle
surface, how will that work with pee pads on the floor? Any
suggestions please?

It doesn't.

Puppy pads are designed to handle the volume of urine produced by a puppy.
Not the volume that could be produced by an adult dog.

It will be much easier (and infinitely less frustrating) to continue
allowing him to use the outdoors.
