Maybe they don't want to (or can't) adopt them out. According to
http://www.understand-a-bull.com/BSL/Locations/ohio.htm , Ohio has a
statewide restriction on pit bulls. Liability insurance required, certain
types of confinement required. Since he seemed to be chaining some of them,
sounds like he didn't have completely enclosed kennels, etc.

Now I understand why the owner kept insisting they weren't pit bulls.
Apparently in addition to anything else, he was trying to avoid that law.

A *lot* of shelters won't adopt out Pits which have any indication of
having been encouraged to fight - and IMO, they shouldn't. Such dogs are far
too high a risk to everyone else's pets.
