Default Missing dogs?

A friend of my mothers apparently thinks her two Pekinese dogs were stolen
and is pretty desperate to get them back. What should I recommend she do,
aside from filing a report with the police?

I'd recommend she notify local rescues and shelters, as well, in case they end
up getting dumped. If there's a local Pekingese rescue, I'd make sure she
checks with them, too. The breed rescues around here keep an eye on the
shelters and will often pull their breed when the stray waiting period is up.
