Hi Liisa,
Here's a Collie-Chihuahua mix : http://makeashorterlink.com/?G10E238CD .
I'm going to assume that the dog's background info is correct. I can see
the collie in him, but not surprising I suppose, I can't see much chi. I
wish they included a profile shot.

Collie yes, but Chihuahua - are they really sure? Coat type is ok, head
shape might be ok (but I would also like to see a profile shot). Size makes
me wonder, but then I think that when you cross a normal-sized dog with
something very small, the result is closer to the bigger parent and not
exactly halfway between them. But this close to Collie size? (Oh, now I
notice the weight, and it isn't actually as big as I thought. Just little
over 10 kilos.)

And then that pattern. Do Chihuahuas have some kind of saddle pattern?
Because this dog is "open-faced tanpoint", and that is either a variation
of classic tanpoint, or heterozygous for classic tanpoint and saddle.
Collies don't have open-faced or saddle, and so this dog has inherited a
classic tanpoint pattern gene from the Collie parent and perhaps a saddle
pattern gene from the other parent. I know that Chihuahuas have classic
tanpoint, but if they don't have these tanpoint-related patterns with far
more tan, the other parent can't be a Chihuahua.

With just that photo and no background info I would have guessed that the
dog is either a purebred Border Collie, or more likely half BC, half
something rather spitzy but with perhaps a drop of spaniel tossed in.
