I am truly sorry that your neighbors suck as far as dog owners go.
Welcome to my world, if there is a nut job that owns a dog I end up
living by them.
I am worried about both of your neighbors, assuming there are still
two living there.
Nice thought on the video...who knows it may help, but I would guess
not.

I had my fair share of them when I lived in the country.

I have my doubts, but I don't see that there's a whole lot else
that can be done. I'm at home today, so I'll get to keep an eye on
how agitated the shrieking makes Harriet. She was deeply unhappy
about it and could not settle down.
