I suspect that it is supposed to say "no more than 6 feet long", which
is pretty standard dog law, even without the "dangerous" label.

That was my reading too. Still it would be interesting if the ordinance were
enacted with that wording. Can you imagine a Great Dane on a 6+ leash? Our
Anatolian has snapped chains with as little lead as 3 feet.

Ummm... Yes. Got one of those. When she needs to be on a leash, she's
usually on a long leash, although she generally does not venture more than a
foot or two away from my side.
