Default Rescued dog sits and will not move

I am fostering a 6 year old schnauzer who is a puppy mill rescue. She
is making good progress on socialization, she will take treats from
hand, she has learned stairs and doorways pretty well ...HOWEVER... I
have a real problem with the leash. She will sit or lay down and
simply refuse to move. No amount of coaxing, treats, etc will get her
to move when this happens. I have waited as long as 15 minutes and she
simply will not move. I have tried varying leash pressure to no avail.
I have tried both a halter and a collar. It happens at least once per
outside session. When it does I eventually have to just pick her up
and bring her back inside. I am out of ideas. Any suggestions would be
gratefully received.

Have you tried walking her on the leash indoors? Maybe she is traumatized
by the outside noises and sounds she most likely has never heard before.
Have you tried dropping the leash and letting her just get comfortable with
a leash hanging from her neck for short amounts of times with no one pulling
on the leash.
Maybe you could try walking her side by side another very calm dog her own
size.

Thank you! I will try those ideas.

I am using a spring loaded "reel" type leash. Do you think that the
constant slight tension of the spring is causing a problem? Should I
switch to a regular lead?

I'd have her wearing a very lightweight leash, pretty much 24/7,
whenever you are around.

If you *do* pick her up, put her down in the same spot and ask her to walk
on.

Lindy sometimes gets "stuck" in the yard. I don't know if it's mental or
physical or what, but she'll look like she wants to come in but can't. We
used to have to go out and pick her up. Once she's standing, she can move.

Nowadays she can "unstick" herself, but it's still an extra effort on her
part. She's been doing this since she was a puppy.

Thank you all for your advice. I just returned from petsmart where I
bought a short lead for in the house, and a lightweight lead for walks.
