I am a Chow owner and have had skin problem Chows. The best advice I can get
is to go to a GOOD and REPUTABLE vet or even better, an animal studies
clinic at a University, get a skin scraping done and look for mites. More
often than not, when a vet cant help, it is this that is causing the
problem. Treating the mites, if it is that, makes the problem go away.

An American Chow owning friend of mine went to Brown Uni and had this done.

It is typical of a female of any breed to be cleaner than the average male
of any breed but Chows are very cat-like and can often be like you have
described. They can also often be found licking and grooming like a cat and
some Chows purr as pups. My youngest, now 4, has purred now and then all her
life. Doesn't happen that often and isn't a snore. It's deep contentment.
