pissing and moaning
No accusatory opinion, but why in the world would a dog be TIED to a ground
wire, especially in the farm-rich state of Kansas? Or is this someone's humor and no such thing ever happened? I have seen, here in Alabama, people chain their dogs to a tree and provide a dog house for them, mostly behind trailers and in poorer neighborhoods, esp. the ethnic ones, but I guess that this kind of tethering of dogs exists everywhere.
