Default Vaccinations - yearly boosters?

Rusty gets yearly booster vaccinations against heartworm, kennel cough
and other evils. Now there is a debate here in Australia that yearly
intervals are not only unnecessarily short, but even harmful to
canines. So far, the debate is inconclusive with pros and cons.
Does anyone here know of something more definite?
