This is not a joke ! Take your dog on leash when s/he is calling to go
out and as soon as s/he starts to do make a non distracting sound, I go
"pee-pee-pee-pee..." for as long as it takes him to do the business.
With older dog it may take as long as about 6 months to train. (Do not
move around, stay in approx. 4'x4' area).Praise without excitement.
Puppies do learn much faster, mine is only 13 weeks old and does it
already. Give it a try and you'll be pleasantly surprised.

Actually, Muttley does this pretty well already. And I usually do something
like you say when he pees or poops while on lead. If I don't want to take
him for a full walk, I can usually take him somewhere close to the house and
stop and tell him to poop. He'll start walking back and forth as many dogs
do, and then eventually will do his business, and I'll just say "good pee"
or "good poop", or just "good boy/dog".

If I'm walking on a trail, he will usually go off to the side in the weeds
to poop, or sometimes I will find a suitable place and walk there with him
and he will pretty much poop on command. I'm not so concerned about when or
where he pees. If it's raining or otherwise nasty outside he'll do his
business quickly and then happily come back inside.
