Ye gods.......

Augusta-Richmond Cnty, GA, had had a shelter that was HORRIBLE for
decades. It took a hard-headed, outspoken, controversial vet, hired as
head of Animal Services, to get the job done. She stirred up the
community.... and county commissioners had no choice, really.... It's
not fancy, but it can be and is being kept clean, shots are given on
arrival, HW testing is done, vets come in weekly and do neuter-spay
surgery before any dog or cat goes to the adoption section. And they
still work with animal welfare groups to move more adoptable dogs and
cats into no-kill situations. Since the new faciity opened, I don't
recall that they've been closed down for adoptions/releases due to parvo
or distemper, because they have an isolation/observation section.
