There was short video shot of this on the MSNBC news pages....

Even more heartbreaking when you consider that even the humans in many
of these communities still have little, if anything, to eat and
drink...... so there's even less for the animals.

Fortunately both of these dogs were rescued. The white dog is receiving
veterinary care and the other is being cared for. The dog seems to be
pleading for help from the camera crew, and is calling attention to his
fallen friend.

Here is a link to the facebook page of the guy who saved them:

Apparently he put the dog in a large carrier on the back of his bicycle
and rode 2 hours to get the dog to a place where he can get help.

And here is a link to BestFriends and there is a link on their page for
donations:

Yeh, heard about the rescue on the radio news tonight. Quite a relief.

Be cautious when contributing to Best Friends; specify any donations for
disaster relief only. They do do a good job in disaster work, MUCH
better than HSUS.... but they are both paying lobbyists to promote AR
projects in state and national legistions. Got that last bit of
information from the lobbyist for a state "federation" of dog clubs when
talking to her about a bill before a state house of reps week before
last. I knew the HSUS had a full-blown office in that state, but not
about the presence of Best Friends. "Our" lobbyist gets her annual
registration as lobbyist and her parking fee during the legistative
session paid..... The AR groups pay much more.....
