Default Need help training Setter

I have a great English Setter with a wonderful temperment. He is not
used for hunting. Only a pet. We live on a golf course that used to
let him run free. Also, we kept him out doors and he did just fine.
However, through both the desires of my wife and the mgt of the golf
course, we now have to keep him tied up or in the house. When we take
him on long walks every day on the golf course after playing hours, we
can turn him loose and let him run. Here are the problems.

When we take him on the walks and turn him loose, he will
normally respond when we call. However, there are a few places where
he will ignore our commands and do what he wants. There are patches
of tall grass and woods that we don't want him to go into because he
gets covered with burrs and it is a mess to clean him up before we can
let him into the house. He takes off like a mad dog(ignoring our
commands) and "hunts" until he is satisfied or spent. Then he returns
to us. How can we train him to obey in that situation?
