Default Bad Mad Dogs..

Ive posted about past problems with the neighbors dogs on .breeds and now
there is a new issue.
Background: my neighbor has approx a zillion dogs. Actually, I have no
idea how many.. He has 1) wolf-hybrid - kept chained (?)
2) beagle - loose male
3) lab-rottie mix - loose male
4) rottie - loose female. but she is trained and follows
basic commands including go home
5) "English Beagle" he says its purebred. loose female
6) Chow(?)mix - chained (?)
7) group of 4 mixes that are kept in a pen
and, until yesterday afternoon 3 puppies. There are also other dogs that
come and go. Ive been told that his girlfriend works at the animal shelter.

the lab-mix and the 2 beagle are always at our house and have killed about 9
chickens. Mostly uneaten, just torn to shreds. Advise from AC was to
shoot them. Same advice from the Deputy who wrote the police report.
Neighbor was advised by police to keep his animals confined. They were
penned/chained for 2 days and then let loose.

Lab-rottie mix has claimed our yard as his own, including marking our truck
tires at least 2X a day. Recently, he has started growling at anyone who
comes outside and tries to shoo him away. AC once again says "we'll drive
by and pick him up if we see any loose dogs along the road. Otherwise, you
catch him and bring him in" Other suggestion was "if he's
threatening/vicious shoot him"

As of the last 2 days, the dogs are getting worse. The lab-rottie has me
afraid that he has rabies or something. He walks with his head down
(straight out from his shoulders) and has a constant flow of thick drool
coming from his mouth. He has also started charging the road when anyone
walks by.
For right now, all the dogs are confined because yesterday they killed the 3
puppies. We were outside in the afternoon and heard the most horrid
screeching of a hurt puppy. Walked to the end of our driveway and could
hear nothing but growling/howling and basically the sounds of a huge dog
fight. Talked to the neighbor last night who confirmed that they had "tore
them poor babies all to h*ll"

Im really worried as my daughter has to walk past this house on the way to
the school bus. Plus, our mailbox is about 10 feet from the end of his
driveway. Called the humane society and was told that the Control Officer
will be back in the office on Friday. (He is off on Wed. Thursday is the
day they take adopted animals to the spay/neuter clinic 1 hour away) Was
told that "he'll drive out that way and see if he sees anything."

Any help would be GREATLY appreciated as Im at the end of my rope. We've
already told the neighbor that if the dogs are here again that they will be
shot. His response was "If they growled at me Id shoot them to"
