dog nervousness

i have a 15 month old fox terrier. He,s afraid of almost everything
especially other dogs and strangers. I cannot take him out as he
panics to get back home. I have ben giving him Clomicalm but this has
not helped. Can any one assist.

I have taken him to dog classes but all he does is panic and snap at
the other dogs.
