Default dog training questions

I have a 3 y/o Pom that I really need to take to a dog training program. She is
sweet as can be, but needs to learn at least recall and sit/stay.

I have no use of my left arm, so I have to find a trainer that will let me
teach her to be on my right side instead of the traditional left side. Also she
has a slipped disc in her neck, so she has to be trained with her leash on a
halter instead of a collar as pulling on a collar makes the disc flare up.

Would any training program work with these two special needs, or will I have a
hard time finding help. How do I go about finding a good affordable program
that will meet my needs?
