Default Are Muzzles Safe?

I just bought a muzzle for my 11 year old Samoyed. He has
cockabers(sp?) on his belly, very close to his skin and I need to cut them
off. When I do try to cut them off he wants to bight the heck out of me.
He also doesn't like me cutting his nails. So I figured I could use the
muzzle while cutting his nails too. I was just wondering. Is a muzzle safe
to use on older dogs?

Thanks!
